Comment:	Your bureau's recent draft environmental impact statement mentioned several immediate effects of a proposed casino in Oregon's Columbia River Gorge. What the report did not predict is the consequences of abandoning Oregon's longstanding precedent allowing one casino per tribe on reservation land. The current system works out well for all parties. Tribes make money while citizens can keep gambling interests a safe distance away from residential and business districts. But if one tribe is permitted special treatment, other tribes will soon request the same - and private enterprises will not be far behind. The Warm Springs Tribe has plenty of room on their reservation to build an expanded casino if they so choose. An alternative, on-reservation casino would still raise revenue under the same rules every other tribe is asked to follow. The "environmental impact" of a Columbia River Gorge casino deals with more than just issues of water drainage and land use. The proposed casino would dramatically change how Oregon handles casino gambling, overturning policies enacted by our elected leaders and supported by nearly two out of three Oregonians When reviewing this draft environmental impact statement, I hope Oregon can count on you and the rest of the Bureau to take these issues into consideration.
